Positions for CalTrans projects
Consultant Contract Manager:
a. Shall have at least five (5) years experience, as a Project Manager (Project
Development Team leader who manages multi-disciplinary resources across all phases of the
project), delivering highway projects.
b. Shall be responsible to coordinate all contract management matters primarily with the
Caltrans Contract Manager. Final approval of contract management matters will be by the
District Deputy Director for Program and Project Management, which will be secured by
Caltrans’ Contract Manager.
c. Shall be accessible to the Caltrans Contract Manager at all times during normal Caltrans
working hours via cell phone.
d. Shall be responsible for all matters related to the Consultant's personnel including:
• Reviewing, monitoring, training, and directing the Consultant’s personnel.
• Assigning personnel to complete the required Task Order work as specified.
• Administering personnel actions.
• Compliance with all Caltrans policies.
e. Certification as a Project Management Professional (PMP) from PMI or other equivalent
Project Management certification is desirable.
f. Registration as a Civil Engineer in the State of California is required.
Project Manager(s):
a. Shall have at least five (5) years experience delivering highway projects
AND EITHER
I) One (1) year experience as a Project Manager (Project Development Team leader who
manages multi-disciplinary resources across all phases of the project).
OR
II) Five (5) years of experience as a Project Engineer in responsible charge of delivering
highway projects.
b. Shall be full time, which is 40 hours per week (8 hours a day). Overtime must be pre-
approved by the Caltrans Contract Manager.
c. Shall be dedicated to Caltrans with no other work assignments for private or public
clients on State highway projects in District 8 unless authorized by the Caltrans Contract
Manager.
d. Shall be working on-site in the Caltrans District 8 building during State building business
hours which is 8:00 am - 5:00 pm.
e. Registration as a Civil Engineer in the State of California is desirable.
f. Certification as a PMP from PMI or other equivalent Project Management certification is
desirable.
Project Management Specialist(s):
a. Certification as a PMP from PMI or other equivalent Project Management certification is
Mandatory.
b. Shall have experience and expertise in Risk Management, Earned Value Management,
and Resource Loaded Critical Path Method Scheduling.
c. At least one (1) specialist shall be a certified expert user of the Open Workbench
scheduling software from CA Clarity.
d. Shall be available to work on-site in the Caltrans District 8 building as required.
e. Experience as a Project Manager is desirable.
f. Registration as a Civil Engineer in the State of California is desirable.
g. Experience managing or delivering highway projects is desirable.
Program/Project Management Support staff:

Project Director
Required Experience:
• 15 years experience in Management of multiple projects; experience within a large
Capital Improvement program and familiarity with relevant Public Codes.
• 7 years experience in Educational Facility Construction preferred.

• Experience utilizing Building Information Modeling (BIM).
• Experience in Leadership in Energy and Environmental Design (LEED) certified
projects and/or the Collaborative for High Performing Schools (CHPS).
• Experience in Formal Construction Partnering.
• Experience with Division of the State Architect (DSA) construction/design processes.
Required Degree:
• BA or BS Architecture, Engineering, Urban Planning, Construction Management or

Duties:
• Develops, establishes, and administers policies for facility construction bond
operations.
• Plans, organizes, directs, coordinates, and reports performance of Project
Management team and construction projects.
• Coordinates program activities with appropriate senior management and all
appropriate State and local agencies.
• Responsible for 10 to 40 projects simultaneously, ranging in construction value
from $2M to $80M each.
• Responsible to deliver construction projects on schedule and within budget.
• Reviews status and provides management reports relative to overall progress
relative to construction project delivery schedules.
• Reviews status and provides management reports relative to scheduling, cost
control, staffing and other related construction contract requirements.
• Reviews and inspects construction site offices to assess performance of

Design Manager
Required Experience:
• 15 years experience in managing the facilities design, or the planning and
coordination of capital projects that included managing the overall design, contract
administration, cost estimating and scheduling activities.
Required Degree:
• Graduation from a recognized college or university with a BA or BS in Architecture,
Engineering, Planning, Construction Management or related field. Additional qualifying
experience in excess to the minimum stated above may be substituted for the required
education on a year for year basis.
Duties:
• Manages, develops, and coordinates facility design process to ensure that plans
are within functional program, budgetary, environmental and legal requirements.
• Manages multiple projects through interaction with Architects, consultants, and
Client personnel from project conception, through draft to final review, approval, and
handoff to construction.
• Oversees the building design process to ensure compliance with Client’s standards
and guidelines by working with design professionals and various facility administrators to
ensure that new and modernized structures meet both client and building standards
requirements.
• Provides Architects with clear and consistent direction with regard to goals and
objectives, standards, site, schedule, and budget for each project.
• Establishes and follows an effective and efficient design review process to ensure
that the design meets the overall goals and objectives for the project, provides maximum
value for dollars budgeted, and are appropriate and enduring to meet the functional
needs of the Client, the local community, and the environment.
• Ensures that all steps within the project are documented and that the
documentation meets legal requirements.
• Reviews design changes submitted to ensure project remains within budget.
Preferred Licenses and Certificates:
• A valid Certificate of Registration as an Architect by the California Architectural
Board or Professional Engineer by the California State Board for Professional Engineers
and Land Surveyors.
• LEED accreditation.
Project Controls Manager
Required Experience:
• 15 years experience in Project Controls work, including planning, estimating,
forecasting, scheduling, cost control, schedule control, and project reports.
• 10 years experience as a Project Controls Manager on Government Agency
Building or Infrastructure Engineering and Construction projects, using state-of-the-art
productivity and Projects Control tolls such as Microsoft Office, Primavera Project
Planner, Timberline Gold Job Cost and Accounting System, Primavera Expedition, etc.
Required Degree:
• BA or BS Engineering, Business, Construction Management or related field with a
Masters degree in Business Administration or Construction Management strongly
preferred. Additional qualifying experience in excess to the minimum stated above may
be substituted for the required education on a year for year basis.
Duties:
• Manage a staff of project controls professionals responsible for project scheduling,
cost control, data management and reporting and the project control system.
• Planning and administering the Client budget and controls expenditures of
appropriate project budgets.
• Coordinate and provide leadership to Project Managers/Construction Managers
and Client to establish and maintain data coding structures, project control tools, and
quality data for budgets, contracts, change orders, trends and actual costs.
• Manage and ensure the reconciliation of Project Controls Data with PM financial
systems.
• Provide early warning and mitigation of risks on projects.
• Assist in the development of a master schedule, identification of major milestones
and deliverables, provide regular input updating relevant information.
• Provide oversight of internal and external reports.
• Ensure that projects are on schedule, under budget and achieving the scope of
work intended.
Sr. Civil Roadway
Duties:
• Under direct supervision and as part of the Quality Assurance/Quality Control
Team, perform peer review of civil roadway designs and associated technical
documentation.
• Ensures compliance with client standards, guidelines and specifications.
• Ensures drawings promote excellent functional relationships, efficient use of
construction materials, and quality design.
• Ensures that specialty disciplines are coordinated throughout the Construction
Document.
• Ensures completeness of Construction Documents to promote better construction
bids through clarity and completeness of bid information.
• Ensures compliance with DSA requirements and promote plan completeness to
foster faster DSA review and approval.
• Coordinates Architects and sub-consulting engineers focus of work.
• Assists in Value Engineering and Cost Control studies.
• Provides technical expertise to Design Management team.
Experience:
• Minimum 9 years of experience managing the civil roadway design, or the planning
and coordination of capital projects.
Education:
• Graduation from a recognized college or university with a BA or BS in Engineering,
Planning, Construction Management or related field. Additional courses in Business
Administration, Public Relations, Accounting, Finance, Personnel Management and
Communications are preferable.
Preferred Licenses and Certificates:
• A valid Certificate of Registration as a Professional Engineer by the California State
Board for Professional Engineers and Land Surveyors.
